Appendix to letter to Secretary of States for the
Colonies from the Bishop of Hongkong, November 24th.

Suggested modification of Code to secure reasonable freedom
for management and less responsibility for the taxpayer.
1. Salaries and Staff.
Basic salaries, family allowances etc. having been fixed by the Government and the general composition of the staff for each individual school in relation to the number of students and particular character of the school itself, agreed to between the Director and the Managers; the school managers through the headmaster be left free to make all staff appointments notifying them to the Director but not seeking approval in individual cases. The Director having always the right to deduct, after due notice, from the school return of expenditure the salary of any teacher his inspectors find inefficient, and also to recommend a reduction of Grant if a more general inefficiency in teaching is apparent.

(Note:- The rates fixed for Chinese teachers in the
New Code are too low, and the discrimination against Chinese who have studied abroad is educational unsound and morally unjust. It is suggested that the Burnham Scale be taken as a guide in determining salaries for all teachers educated abroad. Overseas service allowances being added for teachers not normally domiciled in China.Ĵ
Fees. Minimum fees only should be fixed by Government, on the ground that, in the calculation of Grant, fees received are taken into account. The Director still has the right to recommend withdrawal of grant to any school whose policy in the matter of fees shows the managers of the school to be in fact not the "right persons" to hold such responsibility.
(This principle would in time prove a saving to the taxpayer. The Managers would in fact receive higher fees from boys whose parents can afford to pay them and lower fees than the minimum from those who could not. The Managers would also have a margin for development of the school and would not have to apply continually for this and that to the Director and so to the taxpayer.).
